Councilman Mel Franklin (D) was elected to his 1st 4-year term on the Prince George’s County Council in the 2010 general election. Councilman Franklin represents the 9th district of Prince George’s County, which includes the southern 1/3 of the county’s land mass and most of the county’s rural tier.    The 9th Councilmanic District of Prince George’s County includes the constituent areas of Accokeek, Aquasco, Baden, Brandywine, Camp Springs, Cheltenham, Clinton, Croom, Eagle Harbor, Fort Washington, Piscataway, and Upper Marlboro. 

Boards
Council Member Franklin is currently the Chair of the Public Safety and Fiscal Management (PSFM) Committee.  In addition to serving as Chair of PSFM, he is also a member of the Health, Education and Human Services (HEHS) Committee and the Planning, Zoning, and Economic Development (PZED) Committee.  The Council Member is also the Council’s alternate representative to the Maryland Association of Counties. Council Member Franklin is the immediate past Chair of the Prince George’s County Council, as he served as Chair for Legislative Years 2014 and 2015.  He served as the Chair of the PZED Committee during the 2012 and 2013 Legislative Years.  Prior to that, he served a previous stint as the Chair of the PSFM Committee in 2011. During that Legislative Year, Council Member Franklin was appointed to the Human Services and Public Safety Policy Committee with the Metropolitan Washington Council of Governments, and as Council Representative with the Prince George’s County Conference and Visitors Bureau. Before his election to the County Council, Council Member Franklin served as Maryland Assistant Attorney General from 2008-2010; was a member of the Board of Trustees of Prince George’s Community College, 2008-2010; and an Attorney for the U.S. Federal Trade Commission, 2001-2005.

Council Member Franklin is President and Founder of the Greater Marlboro Democratic Club, since 2005; Board Member, Indian Head Highway Area Action Council (IHHAAC), 2009-2010; Member, Prince George’s County’s Democratic Party Central Committee, District 27, 2005-2010; Member, “Complete Count” 2010 Census Committee, 2009-2010; Member, Prince George’s County Human Relations Commission, 2005-2007; Office of the State Attorney’s Citizens Action Group, 2003; Member, Alpha Phi Alpha Fraternity, Inc.; Past Board Member, Southern Christian Leadership Conference (SCLC), Prince George’s County Chapter; Member, NAACP, Prince George’s County Chapter; Past Executive Board Member, Young Democrats of Maryland; Young Democrat of the Year, 2006, Prince George’s County Young Democrats. 

Other Memberships
Councilman Franklin is a member of Alpha Phi Alpha Fraternity, Inc. He is a past board member of the Prince George’s County chapter of the Southern Christian Leadership Conference (SCLC), a member of the Prince George’s County chapter of the NAACP, and a past executive board member of the Young Democrats of Maryland. In 2013, he was named one of the County’s 40 Under 40 by the Prince George’s County Social Innovation Fund. He was also awarded the Young Democrat of the Year honor in 2006 by the Prince George’s County Young Democrats.

Education
Councilman Franklin graduated from Duke University School of Law in 2001. He was also admitted to the Maryland Bar that same year. In 1998, he earned a Bachelor of Arts in political science from the University of South Carolina.

Personal Life
Councilman Franklin is married to Monekia Franklin; they share 2 beautiful children, 6-year-old Jamel Jr. and 2-year-old Alexis.
