What is the Stormwater Pond Task Force?

The Stormwater Pond Task Force was established to study stormwater pond issues and determine the status of all stormwater ponds that are not under the management of the County and determine what actions that should be taken to address infrastructure concerns. Through its work, the Task Force will develop a study that outlines strategies and recommendations on management of stormwater ponds owned by Homeowners Associations or community members, an analysis on the risk and equity of transfer of stormwater ponds to government entities, an analysis of how stormwater pond operations and maintenance shall be funded, to include the funding responsibilities of the current responsible party, including the developer community, and the scope of the infrastructure and an analysis of the cost to operate and maintain the stormwater pond.

What is the legislative history behind the Stormwater Pond Task Force?

The Stormwater Task Force (CR-49-2024) was proposed by Prince George's County Council Members Wala Blegay and Ingrid Watson, and introduced by Council Members Wala Blegay, Ingrid Watson, Krystal Oriadha, Eric Olson, Calvin Hawkins and Edward Burroughs on June 4, 2024, and adopted on July 9, 2024. The Task Force was created to identify the current stormwater pond infrastructure for the stormwater ponds, currently operated or maintained by Homeowners Associations, Common Ownership Communities, and similar entities, while determining what operation and maintenance entails for the infrastructure of the stormwater ponds, the capacity for the Homeowners Associations to operate and maintain the stormwater ponds, and identify alternative solutions to operations, maintenance, and ownership to include a program of transfer of responsibilities to the County.
