[ARCHIVED] COUNTY COUNCIL PUBLIC SAFETY AND FISCAL MANAGEMENT COMMITTEE CONVENES NOVEMBER 3


The Prince George’s County Council Committee on Public Safety and Fiscal Management (PSFM) will convene on Thursday, November 3, 2016, 1:30 p.m. in the County Administration Building, Council Committee Room 2027, 14741 Governor Oden Bowie Drive in Upper Marlboro, Maryland.

November 3rd PSFM Committee meeting agenda items include the following proposed legislation:

CR-073-2016 A RESOLUTION CONCERNING KARINGTON DEVELOPMENT DISTRICT for the purpose of designating a contiguous area within Prince George’s County, Maryland (the “County”) as a development district” as that term is used in Sections 12-201 through 12-213, inclusive, of the Economic Development Article of the Annotated Code of Maryland, as amended (the “Tax Increment Financing Act”), such development district to be located in the City of Bowie, Maryland (the “City”) and to be known as the “Karington Development District”; providing for, and determining, various matters in connection with the establishment of a development district; creating a tax increment fund with respect to the development district; allocating certain County property taxes and certain County hotel occupancy taxes with respect to the development district to be paid over to the tax increment fund as provided in the Tax Increment.

CR-075-2016 A RESOLUTION CONCERNING PAYMENTS IN LIEU OF TAXES (“PILOT”) AGREEMENT FOR THE BELNOR for the purpose of approving the terms and conditions of a Payments in Lieu of Taxes (“PILOT”) Agreement between Prince George’s County, Maryland (the “County”) and Belnor Residences, LLC (the “Owner”).

CR-078-2016 A RESOLUTION CONCERNING PARK TANGLEWOOD APARTMENTS for the purpose of approving the issuance and sale of revenue bonds by the Housing Authority of Prince George’s County (the “Housing Authority”), the awarding of Low Income Housing Tax Credits by the Community Development Administration (“CDA”) of the State of Maryland to Park Tanglewood Venture, LP (the “Owner”), for the acquisition and rehabilitation of the Park Tanglewood Apartments and pay certain other costs.

CR-079-2016 A RESOLUTION CONCERNING PAYMENTS IN LIEU OF TAXES (“PILOT”) AGREEMENT FOR THE WOODS AT ADDISON APARTMENTS for the purpose of approving the terms and conditions of a Payments in Lieu of Taxes (“PILOT”) Agreement between Prince George’s County, Maryland (the “County”) and SP Woods LP (the “Owner”).

CR-080-2016 A RESOLUTION CONCERNING PAYMENTS IN LIEU OF TAXES (“PILOT”) AGREEMENT FOR HOLLY SPRING MEADOWS for the purpose of approving the terms and conditions of a Payments in Lieu of Taxes (“PILOT”) Agreement between Prince George’s County, Maryland (the “County”) and SP Holly LP (the “Owner”).

CR-082-2016 A RESOLUTION CONCERNING FIRE PREVENTION CODE for the purpose of adopting individuals codes and standards of the National Fire Protection Association in accordance with Section 11-253 of the Prince George's County Code.

CR-083-2016 A RESOLUTION CONCERNING LOANS TO SAFEWAY, INC. (“SAFEWAY”) FROM THE MARYLAND ECONOMIC DEVELOPMENT ASSISTANCE FUND (“MEDAF”) AND PRINCE GEORGE’S COUNTY, MARYLAND (THE “COUNTY”) for the purpose of endorsing a loan not to exceed eight hundred fifty thousand dollars ($850,000) to Safeway from the Maryland Department of Commerce, formerly the Maryland Department of Business and Economic Development MEDAF program, which, in conjunction with the conditional loan from the County’s Economic Development Incentive Fund (“EDI Fund”) not to exceed five hundred thousand dollars ($500,000), will be used for eligible project costs associated with a new facility in the County and capital expenditures.

CR-086-2016 A RESOLUTION CONCERNING PAYMENTS IN LIEU OF TAXES (“PILOT”) AGREEMENT FOR PARK TANGLEWOOD APARTMENTS for the purpose of approving the terms and conditions of a Payments in Lieu of Taxes (“PILOT”) Agreement between Prince George’s County, Maryland (the “County”) and Tanglewood Venture, LP (the “Owner”).
